Yes you need a 60 amp service to feed a 50 amp device. The GFCI is a 50 Amp
device not a breaker. The spa is less than 50 amps, but it needs a 60 amp
service for "overcurrent protection".
If you have a 15 amp vacuum cleaner and put it on a 15 amp breaker it will
trip the breaker. The over current needs to be above the running current.
The GFCI is a device, like the vacuum cleaner.
